Per risolverlo vai in Central Administration \ Application Management \ Service Applications \ Manage service applications seleziona Usage and Health data collection (o il nome del tuo servizio) e clicca su Menage nella ribbon.
Nella finestra di dialogo che si è aperta spunta la voce Enable health data collection e premi OK
